I've spent much of my career working to improve policies related to justice, whether it be reproductive justice, civil rights and civil liberties, or fixing our criminal legal system.
Advanced comprehensive justice and public safety reforms that strengthen protections for children and vulnerable adults, modernizes parole opportunities for aging and sick individuals, expandes support for sexual assault survivors, and increases access to expungement and fair second chances for rehabilitated Marylanders:
Child Victim’s Testimony in an Abuse Case (SB 274/HB 292)
○ I sponsored this bill that helps to minimize child victims’ emotional distress when they have to testify against their abuser
Visual Surveillance with Prurient Intent (SB 348/HB 437)
○ I sponsored this bill that will protect individuals from invasive spying by closing a loophole in the Visual Surveillance with Prurient Interest statute by clarifying the definition of “private place” to include homes
Adult Protective Services Investigations (SB 347/HB 542)
○ I sponsored this bill that enables a local department of social services to disclose information to and request assistance from federal law enforcement entities to benefit a vulnerable adult who investigators are seeking to protect
Geriatric and Medical Parole (SB 181)
○ Reforms the State’s parole system by giving incarcerated individuals who have served at least 20 years and are ill or aging (65 or older) the opportunity to seek parole
Rape Kit Testing - Tracking Program and Grant Fund (SB 669/HB 675)
○ Strives to enhance the effectiveness of sexual assault investigations, provide comprehensive support to survivors across Maryland, and address the backlog of untested sexual assault kits
Expungement Reform Act of 2025 (SB 432)
○ Expands access to expungement for certain charges creating clearer pathways to work and wages for Marylanders with specific criminal records
Maryland Second Look Act (HB 853)
○ Allows incarcerated individuals who have: 1) served at least 20 years in prison; 2) committed a crime between the ages of 18 and 25; and 3) are not sentenced to life without the possibility of parole or a convicted sex offender, to petition for a reduced sentence
